Introduction

Biosecurity is critical to our industry as it is crucial to protect New Zealand from pests and diseases that could cause substantial harm to our environment, economy, and the health, social and cultural wellbeing of our people.

Industry and government work together in partnership on biosecurity. MIA has been cooperating with the Government in improving biosecurity readiness, such as through our involvement in a joint industry-government Foot and Mouth Disease (FMD) Preparedness Programme. MIA is currently consulting its members on a Government Industry Agreement (GIA) on biosecurity readiness and response. This would see the red meat sector become full partners with MPI on biosecurity readiness and response, in which the industry has joint decision-making with MPI on biosecurity incursions affecting the sector, and pay our fair share of the resultant response costs.

A key tool in ensuring that the industry is ready for a biosecurity incursion are Risk Organism Response Plans (RORPs), in which each processing plant has a plan to respond to biosecurity threats. MIA have developed a common RORP template for processors, as well as a training DVD for biosecurity preparedness.

FOCUS AREA:

Government Industry Agreement (GIA)

MIA is a signatory of the Government Industry Agreement (GIA), which is a partnership between the primary sector and government to jointly manage biosecurity preparedness and response. As part of this partnership, MIA, alongside other livestock industries, is involved in the development of an Operational Agreement for Foot and Mouth Disease (FMD). This Agreement sets out how signatories share the decision-making, responsibilities, and costs of preparing and responding to an FMD incursions. MIA will be consulting members on this Operational Agreement in due course.

Foot and Mouth Disease (FMD) Preparedness Programme

Foot and Mouth Disease (FMD) is a disease that would have devastating effects on the red meat sector should an incursion occur.

A key tool in ensuring that the industry is ready for a biosecurity incursion are Risk Organism Response Plans (RORPs), in which each processing plant has a plan to respond to biosecurity threats. MIA has developed a common RORP template for processors, as well as a training tools for biosecurity preparedness.

The Biosecurity Business Pledge

The Biosecurity Business Pledge (the Pledge) is a business-to-business partnership aiming to help New Zealand businesses be proactive in biosecurity practices.

Officially launched in 2019 by the Minister of Biosecurity, the Pledge’s initial champions were a group of primary industry bodies including MIA, Dairy Companies Association of New Zealand, and Horticulture New Zealand.

The Pledge is a framework that helps businesses manage biosecurity risks to minimise individual business disruption through practical tools, sharing information, and collaborating on biosecurity issues. As at September 2022, over 200 businesses and primary sector bodies have become signatories to the Pledge.
